As part of the 2025-26 State Budget, the Western Australian Government is investing nearly $60 million through the Housing Enabling Infrastructure Fund (HEIF) to expedite critical water infrastructure, bringing lots to market sooner in key metropolitan and regional areas.
The $400 million HEIF is a key component of the State Government’s record investment in supporting housing supply in strategic growth areas.
In this year’s State Budget, the HEIF will fund 21 projects in metropolitan Perth and key regional areas, unlocking about 33,000 lots. This includes $59.6 million for 18 water and wastewater projects across Perth and Peel, and four projects in regional locations of Busselton, Dalyellup, Kununurra and Margaret River.
This announcement is in addition to the recent investment of $105 million under the Housing Support Program – Priority Works Stream, which supports the delivery of up to 28,000 new housing lots across the State.
“Housing supply remains a critical issue, and this investment will ensure we continue to prioritise strategic infrastructure needed to unlock more residential land throughout Western Australia,” Western Australia Treasurer Rita Saffioti said. “By addressing critical water and power infrastructure needs, informed by consultation with industry, we can unlock land in high-priority areas to deliver more homes and support sustainable development in our metropolitan growth corridors and regional communities.”

Investment through the HEIF will enable Water Corporation to undertake key strategic enabling works, expanding service provision and facilitating the supply of residential land to bring lots to market sooner in key growth corridors and regional areas.
“This State Budget will accelerate delivery of critical water infrastructure to unlock residential land supply in growth areas across Western Australia,” Western Australia Water Minister Don Punch said. “Nearly $60 million for water and wastewater projects will deliver thousands more residential lots across Perth and our regions.”
Further strategic water projects that support housing supply will continue to be identified and implemented.
The government is continuing to explore all opportunities to increase housing supply with an additional $1.4 billion in new initiatives approved as part of the 2025-26 Budget.
