The NSW Government has appointed former Premier Bob Carr AC and corporate director Maree O’Halloran AM to the Sydney Water board, with both to serve three-year terms starting 17 November 2025.
Their appointments coincide with the arrival of new CEO Darren Cleary, as Sydney Water undertakes one of its most significant capital investment programs in decades.
The board will oversee infrastructure projects designed to support Sydney’s growing population, safeguard the quality of drinking water, and protect the city’s waterways and environment.
Experienced hands guiding a major public utility
Mr Carr, who served as Premier of NSW (1995–2005) and Minister for Foreign Affairs (2012–2013), brings extensive experience in public policy, infrastructure delivery, and environmental reform.
Ms O’Halloran has held directorships at HESTA and Teachers Federation Health, and is a former President of the NSW Teachers Federation, adding deep expertise in governance and stakeholder engagement.
Their appointments follow those of other senior figures who have recently taken public board roles, including Niall Blair (Sydney Water Chair), Dominic Perrottet (TCorp), and Nathan Rees (Lord Howe Island Board).
Strengthening Sydney’s sustainable water future
Sydney Water is Australia’s largest water utility, providing water, wastewater, recycled water and stormwater services to millions across Greater Sydney.
The Minns Government has reaffirmed its commitment to keeping Sydney Water in public hands while investing in sustainable, climate-resilient infrastructure.
Non-executive director Alexandra Fisher has also been reappointed for a further three-year term.
