Mackay community invited to shape new Pioneer Valley water plan

Queenslanders are being asked to help shape the draft Pioneer Valley water plan, designed to balance agriculture, environment and community water needs.

Public consultation has opened on the draft Pioneer Valley water plan, marking another milestone in the Crisafulli Government’s broader commitment to long-term water security across regional Queensland.

The plan outlines local management strategies for water use in the Mackay region, balancing economic growth with environmental protection. It builds on the government’s Watertight Water Security Plan: a statewide initiative to modernise Queensland’s water planning framework and ensure sustainable access for generations to come.

Balancing growth, environment and culture

Developed through extensive consultation and scientific assessment, the draft Pioneer Valley water plan proposes measures to address key regional issues, including seawater intrusion, freshwater flows to the Great Barrier Reef, and local cultural water needs.

It also includes provisions for greater flexibility in water trading, access to up to 5 megalitres of surface water for low-risk activities, and improved release mechanisms for unallocated water reserves.

Minister for Local Government, Water and Volunteers Ann Leahy said the plan was vital to supporting Mackay’s future while protecting the environment.

“Mackay is one of Queensland’s key regional centres, home to a growing population of more than 126,000 people with strong agriculture, tourism and resource sectors,” Leahy said. “This plan will guide how we manage water across the region in the decade ahead, ensuring that growth, sustainability and cultural needs are all balanced.”

The draft plan covers the broader Pioneer Valley region, supporting both town and agricultural users across Mackay and nearby catchments.

Community consultation is open until 19 December 2025, and feedback from local water users, landholders, industry and Traditional Owners will help finalise the new plan.

“I encourage everyone with an interest in the region’s water future to review the draft and have your say,” Leahy said.
